Reasons You cannot delete your own account. You cannot delete a user account if the user is assigned to an issue. User account Id in CSV file The user in your group list may not matching with match the user available account ID in the listCSV file.

Solutions Unassign the issue from the user you want to remove . Try and try deleting it again. Recheck and match the user account Id id added in the CSV file and try deleting it again. Remove the user account ids from the CSV file that are not present in your Jira group and try deleting them again.
